When an evaporator cooler (swamp cooler) motor is running this hot it is either about to fail or already has. This is the effect of insufficient airflow through the pads (refer to previous post) which makes the motor work harder until it over heats. Beyond motor failure, the excess heat will transfer into the motor pulley and motor belt ultimately breaking those components down until they fail as well.
