Louis Metropolitan Chapter of Blacks In Government was formed in July of 1979, prior to the first National Training Conference. During this era, National Executive Vice President, Mr. Louis, contacted Kenneth Webb and Julius Crouch, whom also resided in St. Louis, regarding the start of this new organization in early July.
