The Philadelphia Green Capital Corp. (PGCC) and Philadelphia Energy Authority (PEA) have issued a Request for Proposals (RFP) to solicit proposals from service providers or Quality Assurance Assessment (QAA) firms that offer a combination of solar photovoltaic and battery storage QAA inspection services, as well as repair coordination services to ensure any issues identified during inspections are resolved. The RFP also seeks proposals from service providers that offer home repair and energy efficiency inspection services.

The RFP includes two scope options. In the first, Contractors will inspect installations completed through solar programs managed by the Program Team. In the second, Contractors will conduct whole-home and/or energy efficiency inspections for Built to Last, the City of Philadelphia’s Whole Home Repairs program. Contractors may apply to one or both scopes.
