ما الذي يشكل أساس دستور الولايات المتحدة؟ ..قد تكون سيادة القانون الإنجاز الأكثر أهمية، وان لم يتم التعبير عن هذا المفهوم الأساسي في أي مكان، يبقى المبدأ الأول الذي بني عليه النظام القانوني والسياسي الأمريكي. بعد أحد عشر عاماً على إعلان الاستقلال وأربع سنوات من الانتصار الأمريكي في الحرب الثورية، ستجتمع مجموعة صغيرة من المندوبين في فيلادلفيا لإنشاء ميثاق جديد لحكم البلاد . لكي نفهم هذا الإنجاز التاريخي، يجب أن نفهم أولا أن هذه اللحظة والوثيقة الدستورية التي نتجت عنها بنيت على المبدأ التأسيسي العظيم لسيادة القانون.
What forms the basis of the United States Constitution? The rule of law may be its most significant achievement, and while this fundamental concept is rarely articulated, it remains the cornerstone of the American legal and political system. Eleven years after the Declaration of Independence and four years after the American victory in the Revolutionary War, a small group of delegates convened in Philadelphia to create a new charter to govern the nation. To understand this historic achievement, we must first understand that this moment, and the resulting constitutional document, were founded upon the great principle of the rule of law.
