# Roll of Romex got sunk in a basement flood. Scrap?

My basement flooded (clean rainwater) and these spools were about half submerged. They’re in my scrap pile now as I’m assuming they’re compromised by the water in some way, but I need somebody else to break my heart for me. Scrap, right?............

We took over a kichen remodel someone else could not finish.

I'm not an electrician and I'm not looking for advice, I have a question I am just geniunely curious about. My wife and I are getting ready to sell her house and I just realized there is no main breaker/disconnect on the house. The meter is next to a breaker box outside and one of the breakers powers a smaller breaker box inside. Is that considered the main? ( I wouldnt think so because it would still leave large appliances still powered inside).

The house was built in '96, were they allowed to skip a main breaker back then or are there circumstances that allow no main breaker?
