Ingredients:

For the Vanilla Cake Layers:

2 ½ cups cake flour
1 ½ cups granulated sugar
3 teaspoons baking powder
½ teaspoon salt
¾ cup (1 ½ sticks) unsalted butter, softened
1 cup whole milk
4 large egg whites
2 teaspoons vanilla extract
For the Blue Buttercream:

1 cup (2 sticks) unsalted butter, softened
3 cups powdered sugar
½ cup milk or heavy cream
1 teaspoon vanilla extract
Blue gel food coloring
For the Pink Buttercream:

1 cup (2 sticks) unsalted butter, softened
3 cups powdered sugar
½ cup milk or heavy cream
1 teaspoon vanilla extract
Pink gel food coloring
For the Decoration:

Pink sugar paste (for rose)
Blue sugar paste (for rose)
Green fondant (for leaves)
Pink fondant (for swirls)
Blue fondant (for swirls)
White fondant (for "Happy Birthday" letters)
For the Swiss Meringue Buttercream:

6 large egg whites
1 ¼ cups granulated sugar
1 ½ cups (3 sticks) unsalted butter, softened
1 teaspoon vanilla extract
Instructions:

Bake the Cake: Preheat oven to 350°F (175°C). Grease and flour two 9-inch round cake pans. In a large bowl, whisk together cake flour, sugar, baking powder, and salt. In a separate bowl, cream together softened butter and gradually add sugar until light and fluffy. Beat in egg whites one at a time, then stir in vanilla extract. Alternately add dry ingredients and milk to the batter, beginning and ending with dry ingredients. Divide batter evenly among prepared pans and bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean. Let cakes cool in pans for 10 minutes before inverting onto wire racks to cool completely.

Make the Blue Buttercream: In a large bowl, beat softened butter until creamy. Gradually add powdered sugar, alternating with milk or cream, beating until smooth and fluffy. Stir in vanilla extract and blue gel food coloring until desired color is achieved.

Make the Pink Buttercream: In a large bowl, beat softened butter until creamy. Gradually add powdered sugar, alternating with milk or cream, beating until smooth and fluffy. Stir in vanilla extract and pink gel food coloring until desired color is achieved.

Prepare the Fondant Decorations: Shape pink and blue sugar paste into a rose. Shape green fondant into leaves. Roll out pink and blue fondant and create swirls. Shape white fondant into "Happy Birthday" letters.

Assemble the Cake: Once cakes are completely cooled, level the tops with a serrated knife if necessary. Place one cake layer on a cake stand or serving plate. Spread a layer of blue buttercream filling over the top. Top with the second cake layer.

Decorate: Frost the entire cake with a crumb coat of white buttercream. Chill the cake for 15 minutes to set the crumb coat. Frost the cake with blue buttercream, creating a smooth surface. Use pink buttercream to create swirls around the top and bottom edges of the cake. Adhere the pink and blue fondant swirls to the sides of the cake. Arrange the sugar rose and leaves on top of the cake, as shown in the picture. Adhere the "Happy Birthday" letters to the side of the cake.
