Oppose HB 1119 and stop higher land taxes for property taxes.

House Bill 1119, “Authority for Different Mill Levy Rates,” would allow local governments to tax land at a higher rate than the structures built on it — fundamentally changing Colorado’s property tax system.

This proposal creates a split-levy system, moving away from Colorado’s longstanding approach of taxing total property value.

The impact:
• Higher tax burdens for homeowners, especially in areas with rising land values
• Increased pressure on long-time owners, retirees, and those on fixed incomes
• Potential barriers for first-time buyers and affordable housing participants
• Inequities between owner-occupied and non-owner-occupied housing

HB 1119 undermines fairness and uniformity and adds unnecessary complexity for local governments.

HB 1119 will be heard Thursday, April 16.

Starting today, August 1, 2024, a variety of new Commission-approved forms are available and will go into effect on August 15, 2024. Many of these changes are related to the mandatory MLS Practice Changes mandated by the NAR settlement agreement, including the removal of the Offer of Compensation from the MLS.
