According to the TCEQ report, 157,000 pounds of chemicals were released into the environment for 244 hours — more than 10 days — including ethylene, benzene, carbon monoxide, and nitrogen oxides.

Chevron Phillips’ Port Arthur petrochemical plant is now facing a $184,000 state penalty after TCEQ said a five minute release in 2022 sent more than 21,000 pounds of ethylene into the air. The order says people or environmental receptors were exposed to pollutant levels above protective thresholds.

The city is still leaning on an old Attorney General ruling from when the case was active, even though later city records show prosecutors declined the case and police now say they don’t have the technology to edit the video. Taxpayer owned footage in a high profile case remains hidden and that is raising major transparency questions.
