HADALA Project – Two Months Activities (March–April 2026)
In March 2026, the HADALA Project team carried out a series of important activities. One of the key milestones was the official signing of agreements with nine Implementer Schools under the School Feeding Program in Liquica. This initiative enabled the delivery of fresh vegetables to 109 schools, reaching a total of 22,424 students. Throughout the month, the School Feeding Program team collected fresh and organic produce from project beneficiaries in Aileu, Ainaro, and Liquica, ensuring regular distribution to schools in Liquica. These efforts not only strengthened farmer participation but also improved student nutrition by providing locally sourced vegetables.
In April 2026, the team remained highly active and focused on sustainability. A major initiative was the First Handover Committee Meeting, which reviewed the project’s financial performance, management arrangements, and strategies to ensure the continuation of operations beyond the project’s completion.
During the same month, the HADALA Project organized a two-day training program for farmers in Aileu, Ainaro, and Liquica. The training aimed to enhance farmers’ knowledge of natural farming practices, including the production of organic fertilizers and pesticides, while also providing practical guidance on market access and buyer engagement. The program further emphasized income generation through cooperative-led distribution, empowering farmers to strengthen their livelihoods.
The HADALA team also held a strategic meeting with PERMATIL to begin developing an agricultural manual that will serve as a practical resource for farmers in their daily activities.
Meanwhile, the Agriculture and Marketing teams continued their weekly field visits across the municipalities, monitoring ongoing agricultural and marketing activities. These visits supported the collection and distribution of fresh produce to supermarkets in Dili and ensured the consistent supply of organic vegetables to the School Feeding Program in Liquica.
Overall, the activities carried out in March and April reflect the HADALA Project’s dual commitment to empowering farmers with knowledge and market access while ensuring nutritious meals for schoolchildren. The combination of training, cooperative engagement, and institutional partnerships demonstrates the project’s dedication to sustainability and agricultural transformation in Timor-Leste.

Training on Existing and New Members of Cooperative
On 16 – 21 February 2026, the KOICA-PMC Agriculture HADALA Project team, together with Korean Cooperative Expert Professor Jong Ick Jang, conducted a cooperative training program for both existing and new members of local cooperatives across Aileu, Ainaro, and Liquica.
This program was designed to strengthen cooperative governance and leadership practices, improve financial management, and Foster community collaboration for long-term sustainability
Through interactive sessions, participants gained practical knowledge and exchanged experiences to enhance the resilience and growth of their cooperatives.
During the training, the participants explored essential topics such as:
• Business Strategy of HADALA Cooperative and APCS Management
• Annual Business Plan & Budgeting for cooperative operations
• Introduction to Farmers’ Marketing Cooperatives and Farming Groups
Together, these efforts contribute to building stronger cooperatives that empower farmers, improve livelihoods, and create resilient communities across Timor-Leste.

HADALA Project 2025 Year-End Workshop
On 29 December 2025, the HADALA Project convened its Year-End Workshop to reflect on the year’s achievements, challenges, and lessons learned in strengthening the agricultural value chain. The gathering brought together project staff and farmers’ cooperatives from the three project sites.
The workshop served both as a celebration of progress and a strategic planning session to set priorities for 2026.
During the event, the Cooperative Leader, Local Staff, HADALA Farmers’ Market team, Distribution team, and School Feeding Program team presented their accomplishments from 2025 and outlined their plans for the coming year.
Key Milestones in 2025 are as follows;
• Training on sustainable farming practices to enhance productivity and resilience.
• Expanded outreach to new farmer groups, broadening participation across project sites.
• Grand opening of the HADALA Farmers’ Market, creating direct market access for local producers.
• Engagement in the School Feeding Program in Liquica, supplying fresh vegetables to 101 schools.
• Establishment of cooperatives in all three-project sites, officially launched by the Secretary of State for Cooperatives (SECoop).
The 2025 Year-End Workshop reaffirmed the HADALA Project’s commitment to building a resilient, inclusive, and sustainable agricultural value chain. By reflecting on the year’s progress and setting clear priorities for 2026, the project continues to empower farmers, strengthen communities, and contribute to national food security and economic growth.
