Job Title: NOC Engineer - Telecommunication Tower Operations
Location: Rwanda

Job Summary:
The NOC Engineer at a Telecommunication Tower Company is responsible for monitoring and maintaining the network and power infrastructure that supports telecommunication tower sites. This role ensures the seamless operation of tower systems, including power supply, network connectivity, and site security. The NOC Engineer plays a crucial role in identifying and resolving issues, coordinating with field teams, and maintaining high service availability across the tower network.

Key Responsibilities:
• Tower Network Monitoring:
o Continuously monitor the health and performance of telecommunication tower systems, including power generation units, network equipment, and site security systems.
o Use advanced monitoring tools to detect and respond to alarms related to network outages, power failures, and other critical tower infrastructure issues.
o Analyze system performance data to identify trends, predict potential failures, and optimize operations.
• Incident Management:
o Act as the first point of contact for all tower-related incidents, diagnosing issues and coordinating with field teams for prompt resolution.
o Escalate unresolved or critical issues to higher-level support teams, ensuring timely and effective solutions.
o Document incidents, troubleshooting steps, and resolutions in the incident management system.
• Field Support & Coordination:
o Provide remote technical support to field engineers and technicians during troubleshooting, maintenance, and repair activities at tower sites.
o Coordinate with field operations teams to schedule and execute planned maintenance, system upgrades, and emergency repairs.
o Communicate with external service providers, such as power supply companies and network service providers, to address tower-related issues.
• System Maintenance & Optimization:
o Perform remote maintenance tasks on network and power systems, including firmware updates, configuration changes, and routine diagnostics.
o Participate in projects to optimize tower infrastructure, such as implementing energy efficiency measures, improving redundancy, and enhancing security protocols.
o Ensure all tower systems are compliant with industry standards, safety regulations, and company policies.
• Documentation & Reporting:
o Maintain accurate records of network configurations, power system specifications, and security settings for each tower site.
o Generate and review regular performance and incident reports, providing insights and recommendations to management.
o Prepare detailed incident reports and conduct root cause analyses for significant outages or failures.
• Compliance & Security:
o Ensure all tower operations adhere to regulatory requirements, including environmental standards and telecommunication regulations.
o Implement and monitor network security measures at tower sites, including firewalls, intrusion detection systems, and physical access controls.
o Participate in regular audits and security assessments to identify and mitigate potential vulnerabilities.

Qualifications:
• Education:
o Bachelor’s degree in Telecommunications, Network Engineering, Computer Science, or a related field. Relevant certifications (e.g., CCNA, CompTIA Network+, ITIL) are an advantage.
• Experience:
o Minimum of 3-5 years of experience in network operations, power systems management, or a related field. Experience in the telecommunication tower industry is highly desirable.
• Skills:
o Strong understanding of telecommunications network infrastructure, including microwave links, fiber optics, and wireless communication.
o Knowledge of power systems used in telecommunication towers, such as generators, solar panels, and battery backups.
o Proficiency in using NOC monitoring tools and remote management systems.
o Excellent problem-solving and analytical skills, with the ability to troubleshoot complex technical issues.
o Strong communication skills for effective collaboration with field teams and other stakeholders.
• Certifications:
o Industry certifications such as Cisco Certified Network Associate (CCNA), CompTIA Network+, or certifications in power systems are preferred.

Working Conditions:
• Primarily office-based work in a Network Operations Center, with the possibility of occasional on-site visits to telecommunication tower locations.
• Rotating shifts, including nights, weekends, and holidays, to ensure 24/7 monitoring and support of tower operations.

Job Summary:
The Field Service Engineer (FSE) is responsible for the on-site maintenance, troubleshooting, and repair of power systems associated with telecommunication towers. This role ensures the reliability and efficiency of power equipment, including generators, batteries, and renewable energy systems, to support continuous network operations. The FSE will work independently or as part of a team to perform scheduled maintenance, emergency repairs, and system upgrades.

Key Responsibilities:
• Maintenance & Repair:
o Conduct routine inspections, preventive maintenance, and repairs on power systems, including diesel generators, solar power units, and battery backup systems.
o Diagnose and troubleshoot electrical and mechanical issues, ensuring timely resolution to minimize downtime.
o Replace or repair defective components and systems, ensuring all repairs meet safety and quality standards.
• System Upgrades & Installation:
o Assist in the installation and commissioning of new power systems or upgrades to existing infrastructure.
o Ensure that all installations comply with technical specifications and regulatory requirements.
• Emergency Response:
o Provide rapid response to power system failures, ensuring quick and effective resolution to restore service.
o Participate in on-call rotations to provide 24/7 support as needed.
• Documentation & Reporting:
o Maintain accurate records of maintenance activities, repairs, and parts usage.
o Prepare and submit detailed service reports after each site visit, including recommendations for improvements or further action.
• Compliance & Safety:
o Adhere to all company safety policies and procedures, including the use of personal protective equipment (PPE) and safe work practices.
o Ensure all work is performed in compliance with relevant industry standards and environmental regulations.
• Technical Support:
o Provide technical support and training to junior technicians and other team members as required.
o Assist in developing maintenance procedures and best practices for the team.
• Inventory Management:
o Manage on-site inventory of spare parts, tools, and equipment, ensuring readiness for maintenance and repair tasks.
o Coordinate with the supply chain to replenish stock as needed.

o Bachelor's degree or advanced diploma in Electrical Engineering, Mechanical Engineering, or a related field. Technical certifications in power systems or telecommunications are an advantage.

o Hands-on experience with power generation equipment, battery systems, and renewable energy technologies.
• Skills:
