Developing Countries Face a $1.1 Trillion Energy Subsidy Burden as Middle East Conflict Diverts Resources from Schools, Healthcare, and Sustainable Development, Rana Basharat Ali Khan

Rana Basharat Ali Khan, Chairman of the International Human Rights Movement, expresses deep concern over the growing humanitarian and economic consequences of the renewed conflict in the Middle East, which continues to impose severe burdens far beyond the immediate region. The latest verified international assessments indicate that developing countries are being compelled to absorb unprecedented economic shocks through emergency energy subsidies and fiscal interventions, undermining essential public investment and long-term development.

Current international findings project that global fossil fuel subsidies could reach US$1.1 trillion, with the potential to rise even higher if energy prices continue to escalate. Governments across low- and middle-income countries are increasingly diverting scarce public resources toward mitigating higher fuel costs, leaving significantly less funding available for education, healthcare, social protection, climate resilience, and sustainable economic growth. Nearly half of the world’s poorest countries already face debt distress or are at high risk of doing so, while debt servicing consumes an increasing share of national revenues, further weakening their capacity to protect fundamental human rights.

Rana Basharat Ali Khan stresses that geopolitical conflicts should never force vulnerable populations to bear disproportionate economic and humanitarian costs. The international community must strengthen coordinated efforts to reduce instability, safeguard civilian populations, support sustainable energy transitions, expand equitable access to development finance, and ensure that countries are not compelled to sacrifice long-term human development in response to crises beyond their control.
