The Directorate Sindh Education Policy Commission (SEPC) recently hosted a consultative session with Sarah Khan Associates (Pvt.) Ltd., an anchor organization for the Harvard Graduate School of Education (HGSE) EASEL Lab, to explore synergies in research translation and systemic reform.
The delegation included Ms. Sarah Khan (CEO & CASEL International Fellow), Mr. Alam (Operations Lead), and Ms. Nabeeha Bano (Wellbeing Lead). The session was chaired by DrAftab Ahmed Shaikh (Director, SEPC), with participation from the SEPC team, including Mr. Dilawer Ali Mangi (Additional Director, SEPC), Ms. Saima Lakho, Mr. Noman Shehzad, and Ms. Sadaf Raheem (Assistant Directors, SEPC).

Today, Team SEPC held a highly productive official meeting with ๐ ๐ฟ. ๐ฃ๐ฟ๐ฒ๐บ ๐ฆ๐ฎ๐ด๐ฎ๐ฟ, Special Consultant to the Worthy Education Minister on ๐๐ฐ๐ญ๐ช๐ค๐บ, ๐๐ฆ๐ง๐ฐ๐ณ๐ฎ๐ด, ๐ข๐ฏ๐ฅ ๐๐ฏ๐ช๐ต๐ช๐ข๐ต๐ช๐ท๐ฆ๐ด, assisted by ๐๐ฟ. ๐ฆ๐ฎ๐ถ๐บ๐ฎ ๐๐ต๐ฎ๐น๐ถ๐น, RSU/SELD, on the need for a comprehensive ๐ฆ๐ถ๐ป๐ฑ๐ต ๐๐ฑ๐๐ฐ๐ฎ๐๐ถ๐ผ๐ป ๐ฃ๐ผ๐น๐ถ๐ฐ๐ in light of the constitutional obligation and the strategic direction outlined in the Sindh Education Sector Plan (SESP-III) and the recent Education Sector Analysis (ESA).

The Directorate Sindh Education Policy Commission (SEPC) had the privilege of welcoming a distinguished academic delegation from AKU Institute for Educational Development (AKU-IED) led by Dr. Sajid, Director Research & Policy, an eminent educationist and policy practitioner known for his contributions to the , the Education White Paper, and his role as a key contributor to Pakistanโs , along with around 20 MPhil Policy Studies research scholars.
The visit marked an important opportunity for academicโpolicy engagement, as the delegation explored the working and institutional role of the Directorate SEPC in shaping education policy for the province. DrAftab Ahmed Shaikh, Director SEPC, along with the SEPC team comprised on Ms Sadaf Raheem, Mr. Noman Shehzad, Ms Saima Lakho, Mr. Dhani Bux & Mr. Zulfiqar Ali, warmly received the guests and shared an overview of the Commissionโs work.
During the session, the SEPC team presented an overview of the working of the education sector, institutional role, and key achievements of SEPC. The delegation was also briefed on the Draft Sindh Education Policy CommissionโVersion III, which will guide consultative engagements and recommendations for the forthcoming Provincial Education Policy for Schools in Sindh.
The visit provided a valuable platform for academicโpolicy dialogue. The MPhil research scholars and faculty, including Dr. Sajid, along with the SEPC team, expressed their commitment to collaborate not only on the Provincial Education Policy for Schools in Sindh but also on sub-sectoral policies development, undertaking task-based assignments and remaining engaged in future policy initiatives.

The workshop provided a critical platform to translate analytical insights into actionable strategiesโsetting the stage for shaping the Sindh Education Policy and forthcoming Five-Year Education Sector Plan.
Discussions highlighted that sustainable reform depends on strong institutions and effective implementation. Policies should not be treated as one-time documents but as living frameworksโcontinually refined through evidence, equipped with adequate resources, and supported by well-coordinated institutional mechanisms.

SEPC participated in a ๐ฃ๐ผ๐น๐ถ๐ฐ๐ ๐๐ถ๐ฎ๐น๐ผ๐ด๐๐ฒ organized by the School Education & Literacy Department, Government of Sindh, in collaboration with the What Works Hub for Global Education, British Council, and the Learning Generation Initiative (LGI).
The dialogue reinforced a critical policy insight: strengthening middle-tier leadership cannot remain limited to administrative oversight. Sustainable improvements in foundational learning require middle-tier managers to function as ๐ถ๐ป๐๐๐ฟ๐๐ฐ๐๐ถ๐ผ๐ป๐ฎ๐น ๐น๐ฒ๐ฎ๐ฑ๐ฒ๐ฟ๐โcapable of mentoring teachers, using data for evidence-based decision-making, and driving classroom-level change.
During the session, Team SEPC had the opportunity to brief the Secretary Sb on SEPCโs ongoing initiatives, including our work on reviewing sub-sectoral education policies and supporting evidence-based reforms. This helped provide context to the discussion on strengthening middle-tier leadership and aligning policy with practice.
SEPC believes that aligning such discussions with evidence-based policy reformsโparticularly those emphasizing capacity development, accountability mechanisms, and system coherenceโis essential for strengthening Sindhโs education landscape.
Such engagements are vital to translating policy intent into actionable reforms that directly impact learning outcomes, particularly at the foundational level.
