The 17th Sangguniang Panlalawigan of Cebu achieved significant legislative milestones in its first year, demonstrating effective service to its constituents.

Under the leadership of Vice Governor Glenn Anthony Soco as Presiding Officer, the Cebu Provincial Board has held regular weekly sessions. In a span of a year since their first regular session last July 7, 2025, the sanggunian has officially conducted at least forty-seven (47) regular sessions.

Special sessions were also conducted to declare the State of Calamity for the entire province amid the magnitude 6.9 earthquake on September 30, 2025, and the onslaught of Typhoon Tino last November 4, 2025.

The Provincial Board has also conducted its first out-of-town session in the Municipality of Madridejos, Bantayan Island, last June 22, 2026.

In their first year in office, the Sangguniang Panlalawigan of Cebu has passed at least twenty-eight (28) ordinances.

Among the significant legislation approved by the sanggunian in 2025 include the CPDRRMO Ordinance of 2025, Foreign Aid Transparency Ordinance of the Province of Cebu, Drug-Free Workplace Ordinance, Cebu Provincial Youth Ordinance, Cebu Province Solo Parents Affairs Office Ordinance, Cebu Province Digital Services Act of 2025, and the Cebu Province Persons with Disability Affairs Division Ordinance.

In 2026, the Cebu Provincial Board approved the following ordinances: Provincial HIV/AIDS Multisectoral Council Ordinance, Cebu Provincial SC3C Ordinance, Provincial Cooperative Development Ordinance, Provincial Epidemiology and Surveillance Unit Ordinance, and the Cebu Provincial Government Office Freedom of Information Ordinance.

The present sanggunian has also discussed nearly 4,000 resolutions filed by the respective Board Members during its regular sessions.

Specifically, there were 3,946 Resolutions which were taken up during sessions, including those that were approved, referred to the proper committees, and deferred, as the case may be.

The 17th Sangguniang Panlalawigan of Cebu’s first year stands as a testament to responsive governance and meaningful legislation. The Cebu Provincial Board has continuously poured its collective effort into laying a strong foundation for a more resilient, progressive, and people-centered Cebu.

Pito ka contingents ang nagtigi sa grand ritual showdown diin 25 ka mga barangay ang gihiusa pinaagi sa clustering aron mapalig-on ang panaghiusa ug partisipasyon sa matag komunidad.

Naghiusa ang katawhan sa Bantayan sa pagpasidungog sa ilang pagtuo, adunahang kultura ug sa kakugi sa matag Bantayanon. Ang nagkadaiyang pasundayag nga nagpakita sa talento, pagkamamugnaon, ug garbo sa mga lumulupyo.

Tungod sa malampuson nga pagpahigayon sa festival, mihatag og 500K ang hunta probinsyal pinaagi sa buhatan sa bise gobernador ug atol sa iyang pagpamulong misaad sab siya nga dungagan og 300K isip suporta alang sa socio cultural activities sa lungsod.

Sumala sa founder sa Palowod Festival nga si Vince Escario, nga ang pagbalik sa Palawod Festival dili lamang usa ka selebrasyon kondili simbolo usab sa pagbangon ug paghiusa sa komunidad human sa taas nga panahon nga wala kini masaulog.

Ang madasigon nga mensahe sa pagpasidungog sa identidad sa mga Bantayanon, diin gipasiugda nga ang Palawod usa ka kasaulogan sa ilang pagka-Bantayanon, sa ilang pagtuo, ug sa ilang lig-on nga koneksiyon sa dagat nga nahimong tinubdan sa panginabuhi sa kadaghanan.

Samtang midahunog ang mga tambol ug napuno sa kolor ug kasadya ang kadalanan, gipadayag sa mga partisipante ug mga lumulupyo ang ilang kalipay sa pagbalik sa festival nga dugay nilang gihandom.

Ang pagsaulog sa Palawod Festival 2026 gitapos pinaagi sa madasigong panawagan sa panaghiusa ug pagpasalamat uban sa singgit nga, "Viva San Pedro! Viva Palawod! Bantayan, tara mag-Palawod na kita!"

The 17th Sangguniang Panlalawigan of Cebu has called on police directors in Cebu to address the shortage of tourist police in Central Visayas.

Filed by Fifth District Board Member Andrei Duterte, the Resolution urging the Police Regional Office 7 (PRO 7) to deploy more police officers was approved during the sanggunian's out-of-town session in Madridejos last Monday, June 22, 2026.

The sanggunian recognizes the vital role of the Specialized Tourist Police (Tourist Police Unit) in maintaining peace and order, and in providing a visible security presence in key tourist hubs.

“There is a noticeable and critical shortage of dedicated tourist police personnel deployed across the entire province, particularly in high-density tourist areas including Cebu City and Lapu-Lapu City,” the approved Resolution expresses.

Copies of the Resolution will be furnished to PRO 7 through their Regional Director, Police Brigadier General Arnold Evangelista Abad, and the Provincial Director, Police Colonel Abubakar Udong Mangelen Jr., for their information and appropriate action.

The 17th Sangguniang Panlalawigan of Cebu has urged all local government units (LGUs) to conduct compliance inspections on apartments, dormitories, and boarding houses in preparation for the Academic Year 2026-2027.

Filed by Sixth District Board Member Alfred Francis Ouano, the Resolution urging the conduct of compliance inspections was approved during the sanggunian's out-of-town session in Madridejos last Monday, June 22, 2026.

The Cebu Provincial Board noted that past incidents nationwide have highlighted the critical dangers posed by substandard student accommodations.

With the safety and security of students as legitimate concerns of both provincial and local governments, the sanggunian encourages LGUs to perform safety, sanitation, fire safety, and building compliance inspections in accordance with existing laws and regulations.

“There is an urgent need for proactive measures to ensure that all student accommodations within the Province of Cebu strictly comply with the National Building Code of the Philippines, the Fire Code of the Philippines, and local sanitation and safety ordinances,” the Resolution states.

Copies of the approved Resolution will be furnished to all component cities and municipalities of the Province of Cebu for their information, dissemination, and appropriate action.

The 17th Sanggunian Panlalawigan of Cebu has expressed support for the proposed development of a major international airport hub in Northern Cebu.

Sponsored by Fourth District Board Member Nelson Mondigo, the resolution expressing support for the proposed international airport was approved during the sanggunian's out-of-town session in Madridejos last Monday, June 22, 2026.

The Cebu Provincial Board notes that portions of Northern Cebu, particularly within the Municipality of Medellin and adjacent areas, have relatively flat, suitable terrain that could accommodate large-scale infrastructure projects.

“The establishment of a Major International Airport Hub in Northern Cebu has the potential to complement existing airport facilities in Cebu, strengthen regional connectivity, enhance tourism and trade, attract investments, create employment opportunities, stimulate economic activities, and accelerate the overall development of Cebu and the Central Visayas Region,” the Resolution states.

The sanggunian also calls for the Department of Transportation (DOTr), Civil Aviation Authority of the Philippines (CAAP), National Economic and Development Authority (NEDA), Department of Tourism (DOT), Department of Public Works and Highways (DPWH), and other concerned government agencies to undertake the necessary feasibility studies, technical evaluations, consultations, and planning activities relative to the proposed project.

“The development of an international airport in Northern Cebu would further reinforce the Province’s role as a major gateway to the Visayas and Mindanao and contribute significantly to national economic growth and regional development,” the Resolution adds.
