Today, June 16, 2026, we celebrate the 19th year of cityhood of Catbalogan, being officially converted from a Municipality to a Component City during the June 16, 2007 plebiscite with a resounding YES with over 92% affirmative votes of the total voting population.

Republic Act No. 9391 or the "Charter of the City of Catbalogan" officially granted the Catbalogan its long standing dream from being the cabecera and mission center of the whole island of Samar since 1616 to a component city and now one of the competitive cities in Eastern Visayas.

However, Catbalogan temporarily lost its cityhood, along with 15 other cities, after the Supreme Court of the Philippines, in a very close 6–5 vote, granted a petition filed by the League of Cities of the Philippines, and declared the cityhood law (RA 9391) which allowed the town to acquire its city status, unconstitutional.

On December 10, 2008, Catbalogan and the other 15 cities affected filed a motion for reconsideration with the Supreme Court. More than a year later, on December 22, 2009, acting on said appeal, the Court reversed its earlier ruling as it ruled that "at the end of the day, the passage of the amendatory law (regarding the criteria for cityhood as set by congress) is no different from the enactment of a law, i.e., the cityhood laws specifically exempting a particular political subdivision from the criteria earlier mentioned. Congress, in enacting the exempting law/s, effectively decreased the already codified indicators." As such, the cityhood status of Catbalogan was effectively restored.

For its 19th anniversary, the charter anniversary carries the theme “KauswaganKatbalogan: Sowing the Seeds of Changes” to initiate and maintain actions or efforts that will eventually lead to significant changes or improvements to current and future challenges that besets the city and its people towards a sustainable progress and development.

From the time when the cityhood application was resubmitted and officially attained in 2007 during the term of then Mayor now City Vice Mayor Coefredo "Tekwa" Uy now dubbed as the "Father of Cityhood" to the term of the first lady mayor in Catbalogan history, then City Mayor now City Councilor Stephany Uy to the current term of the youngest-ever elected mayor, City Mayor Dexter Uy, Catbalogan has been through various challenges and changes that tested not only the leadership at the helm but also the heart and spirit of Catbaloganons.

As we look back at how far we have come and look forward to the seeds of change being sown today, is there any doubt that the best chapters of Catbalogan’s story are still left to be written?
