The acting head of the African Centres for Disease Control was allegedly mistreated by German immigration officials at Frankfurt airport over the weekend.
Ahmed Ogwell Ouma was due to attend the World Health Summit but has since returned to Kenya.
The Frankfurt airport apologised for the Saturday incident.
