23 Kaduna Local Government Chairmen Approve Group Life Insurance Premium Payment for Local Government Staff

Kaduna, June 2026 — The Chairmen of the 23 Local Government Councils in Kaduna State have unanimously approved the payment of the Group Life Insurance premium for staff across all Local Government Councils in the state.

The approval was granted during the Joint Allocation Accounts Committee (JAAC) meeting following a presentation by the Executive Secretary of the Kaduna State Pension Bureau on the significance of the Group Life Insurance Scheme and the necessity of complying with statutory provisions aimed at safeguarding the welfare of employees and their families.

Speaking during the meeting, the Honourable Commissioner for Local Government and Chieftaincy Affairs commended the Local Government Chairmen for their collective commitment to the welfare of local government workers. He described the unanimous approval as a demonstration of responsible leadership and a clear indication of the councils’ dedication to the well-being of their workforce.

The Commissioner further emphasized that the administration of His Excellency, Senator Uba Sani, Governor of Kaduna State, remains steadfast in its commitment to improving the welfare of workers across the state. According to him, the present administration has continued to strengthen social protection measures and implement policies designed to enhance the welfare, security, and productivity of public servants.

The Executive Secretary of the Kaduna State Pension Bureau expressed appreciation to the Honourable Commissioner and the 23 Local Government Chairmen for their support and prompt approval of the premium payment. He noted that the Group Life Insurance Scheme serves as a critical social safety net, providing financial assistance and protection to the families of employees who may lose their lives while in active service.

The unanimous decision underscores the shared commitment of the Kaduna State Government and the Local Government Councils to prioritizing workers’ welfare and ensuring the timely fulfillment of statutory obligations relating to employee benefits.

At least 39 elderly residents of Magamin Diddi village in Maradun Local Government Area of Zamfara State remain in captivity after a reconciliation meeting with a notorious bandit leader failed, Daily Trust has reported. The victims were among a 50-member committee from the community that reportedly travelled to meet a bandit kingpin known as Jammo, who operates from the Muntsira Forest area of the local government area.

I have always said that this National Assembly is more proactive when it comes to laws that directly benefit their interests.

If not for SERAP, that is how the National Assembly would have continued allocating N110 billion to itself at the inauguration of every new Assembly.

So, in 2022, while Nigerians were busy discussing elections and the future of the country, the National Assembly quietly slipped in a provision through the 2022 Supplementary Appropriation Act that would enable them to receive N110 billion immediately upon their election into the 10th Assembly.

The money was neatly divided into two batches.

The first batch was N40 billion meant for the procurement of 465 official and bulletproof vehicles for members and principal officers of the National Assembly. That translates to roughly N305 million per vehicle.

The second batch was N70 billion earmarked as "support allowances" to be distributed among newly elected lawmakers.

Sadly, when they were elected in 2023, one of the first things they did was to sign it into law.

But the law did not sit well with the Socio-Economic Rights and Accountability Project (SERAP), which viewed it as a deeply selfish piece of legislation.

SERAP approached Justice Yellim Bogoro of the Federal High Court in Lagos to determine whether it was not a breach of constitutional duty for lawmakers to allocate such enormous public funds to themselves.

Guess what the National Assembly presented as its defence in court?

The National Assembly argued that the court lacked jurisdiction over the matter because of legislative autonomy and the doctrine of separation of powers.

In essence, they maintained that the judiciary had no business questioning their actions.

But Justice Bogoro was not prepared to accept that argument.

She firmly rejected the defence, stating that the principle of separation of powers cannot be used as a shield for illegality and that the court has a constitutional duty to review legislative actions that violate statutory provisions.

After examining the matter, Justice Bogoro found that the National Assembly had indeed acted unlawfully.

The court held that, beyond breaching the Public Procurement Act, particularly Section 57(4), the lawmakers had also acted contrary to the Oath of Office they swore to uphold, an oath that requires them to perform their duties in the interest of the well-being and prosperity of Nigeria.

The court further took judicial notice of the harsh economic realities and widespread hardship facing ordinary Nigerians.

Against that backdrop, the approval of N110 billion for the personal benefit of lawmakers amounted to a direct conflict of interest.

Consequently, Justice Bogoro voided the Act to prevent future National Assemblies from relying on it as a basis for similar allocations.

Now, here is the funniest part of the entire case.

The N110 billion had already been approved, disbursed, and spent long before the judgment was delivered.

And that is why I keep saying it;

becoming a Nigerian politician may well be the luckiest business adventure anyone can find himself in, because once you get there, you can do things that would attract consequences elsewhere, and yet walk away untouched.
