First to launch a regional dual-use program, in collaboration with the Lithuanian Ministry of Economy and Innovation, raising a dual-use Venture Capital (VC) fund and sponsoring an allied technology accelerator based in Vilnius called ScaleWolf. ScaleWolf will vet, select and foster companies that align with NATO and Allied military tech objectives
More broadly, ScaleWolf success will drive tech and private capital, and the creation of similar funds, toward prototype development and scaling.

Supporting soldiers and frontline personnel in managing stress and speeding up recovery is a new evolution for Pulsetto’s technology. That’s why ScaleWolf has invested €2 million in Pulsetto, a Lithuanian startup backed by Kilo Health, developing vagus nerve stimulation technology. This funding will help adapt innovation for military use, providing a new tool to support resilience in high-pressure environments.
