Subject: Legal representation regarding the implementation of a mandatory pre-marriage registration law to prevent the increasing irregularities, fraud, and social crimes in the marriage system in Indian society.
(Marriage registration 15 days before marriage should be mandatory)

Sir,

I, Pradeep Kumar Rawat, a conscious and responsible citizen of the Republic of India, am submitting this representation in the utmost public interest and for the purpose of social security under the civil rights and duties granted by the Constitution.

It is a well-known fact that serious distortions and irregularities are currently being witnessed in the sacred social institution of marriage in India. Marriages through fraud and deception, luring young women away from home, solemnizing marriages through priests for small sums of money, and marriages without any legal process—these incidents are on the rise. This not only causes irreparable harm to the affected families, but also creates an atmosphere of fear, insecurity, and distrust throughout Indian society.

Therefore, in light of the above circumstances, it has become extremely necessary for the Government of India to enact a strict and clear "Marriage Registration Law," under which:

1. Marriage registration should be made mandatory at least 15 days before any marriage.

2. Marriages solemnized without prior registration should be declared illegal.

3. Legal penalties and financial fines should be imposed on those involved in such illegal marriages.

The implementation of such a law will ensure the following important social and administrative benefits:

- Child marriages can be completely effectively stopped.
- Marriages conducted through fraud, deceit, and conspiracy will be prevented.
- Marriages conducted through elopement will automatically lose their social and legal recognition.

- The government will have access to authentic and centralized data on marriages performed in the country each year.
- A formal government marriage certificate will be issued after the marriage is solemnized.
- There will be a significant reduction in marriage-related disputes, harassment of women, and social crimes.

Sir, this proposal is not only necessary for the security of Indian society, strengthening the family structure, and protecting women's rights, but it is also in accordance with Articles 14, 15, and 21 of the Constitution.

Therefore, you are respectfully requested to consider this matter seriously and take necessary legislative and administrative action to make the Indian marriage system transparent, safe, and legal.
