Balugaon is a small town close to the famous Chilka Lake, a great attarction for tourists. The college initially started as an Intermediate college with Arts and Commerce courses of Utkal University. The Intermediate course was later converted to +2 Higher Secondary in 1983-84 under the CHSE, Orissa. degree course was introduced in 1986-87 and the same was affiliated to Utkal University in 1988. he college acquired UGC recognition under 2f and 12B in 1993. (Honours) courses in History and Political Science are offered in the college. The assessment report takes note of the degree courses only. Out of the 3 UGC-sponsored add-on courses in Functional English, Environmental Auditing and Mass-Communication (Video Recording), the college has introduced the programme in Functional English from the current academic session and the other two are proposed to be introduced in near future. Some of the declared goals and objectives of the college include :
Spread of higher education in the region and empowerment of rural youth through (i) education, (ii) promotion of vocational education and self-employment in the locality, and (iii) enabling the students to develop as intellectually alive, socially responsible citizens ready for continuous personal and professional growth. The college has a campus area of 12 acres with some plantation. The existing infrastructure includes two adjacent blocks, two separate buildings, a canteen and a cycle stand. The college has a computer centre and an equipped gymnasium room. The Master Plan of the college includes quite a few new constructions. The total number of students at the degree level is 260 in 2005-06 with about 100 admitted in the first year of degree courses each year. The girl students comprise about 46% of the total number of students at the degree level. The average drop-out rate during the last few years has been about 20%. The percentage of students passing in the degree final examination has been around 90% and above in recent years. The college has 23 permanent full-time teachers including 9 lady teachers. Two teachers have Ph.D. and 6 have M.Phil. as their highest qualification. There are 26 administrative and technical staff in all categories. The unit cost of education in the college in 2005-06 was Rs. 11630/- with salary component and Rs. 1032/- without salary component (taking the total number of students in the college into account). The college maintains an average of 210 working days and 184 teaching days in a year. The Balugaon College has offered itself for assessment and accreditation by the National Assessment and Accreditation Council (NAAC) and submitted its Self-Study Report (SSR) in June, 2006. A Peer Team was constituted by NAAC to visit the college and validate the SSR. The Peer Team comprised Professor S.F.Patil, former Vice-Chancellor, Bharati Vidyapeeth University, Pune as the Chairman, Professor P.L. Vishweshwer Rao, Principal, University College of Arts and Social Sciences, Osmania University, Hyderabad and Professor Alok Kanti Bhaumik, Professor of Economics and former Dean, Faculty of Arts, Rabindra Bharati University, Kolkata as Members. Shyamasundar, Deputy Adviser, NAAC was the Co-ordinating Officer with the Team. The Peer-Team visited the college on December 29-30, 2006 and carefully studied and discussed the SSR submitted by the college. It visited all the academic departments, administrative sections and all the central facilities, interacted with the members of the Governing Body, Faculty, Students, Non-teaching staff, Parents and Alumni of the college. The Peer-Team also had gone through various documents like the budget, audit reports etc. Based on this exercise and keeping in mind the criteria and norms set by NAAC, the Peer Team prepared this report on institutional accreditation of the college.
