The Budget Session of the Delhi Legislative Assembly has begun, and stray dog management seems to have come in the limelight again. Animal welfare groups have called for higher fund allocations, improved coordination, and stricter oversight of the Animal Birth Control Programme, instead of the permanent sheltering initiatives.
They have argued that sterilisation and vaccination of stray dogs cost approximately Rs 1500 per dog. This is a one-time cost. However, the cost of operations for sheltering stray dogs permanently is around Rs 3000 per dog per month.
When the already-existent infrastructure is on the verge of collapse, new initiatives make no sense. The ABC programme is both scientific and cost-effective, while many experts have spoken against permanent sheltering. Delhi should be judicious in its next move, lest public funds be spent in vain.
