Guyana has officially signed a new petroleum exploration agreement for the S4 shallow-water block with global energy leaders , , and . This marks the first contract under Guyana’s updated laws and fiscal regime, which features a 10% royalty rate, 10% corporate tax, a reduced cost-recovery ceiling, and a 50/50 profit share between the government and contractor. The deal includes a US$15 million signing bonus, surpassing the previous US$10 million limit for shallow-water blocks, with funds going directly into the Natural Resource Fund . The contract reflects Guyana’s continued commitment to sustainable development and securing greater value from its natural resources.

A consortium of Petronas, QatarEnergy and TotalEnergies signed its Petroleum Exploration License for the S4 shallow block in Guyana’s offshore waters, a historic feat after the country’s maiden auction launched in 2022.

The signing ceremony was held this morning at the Pegasus Suites and Corporate Centre in Georgetown.

The deal carried a US$15 million signing bonus to be paid directly into the Natural Resource Fund (NRF).
