This is very welcome and positive news for social work, to see the largest social worker membership organisation aligning with the VCF-supported Reclaim Rights for Children campaign

That’s why BASW (British Association of Social Workers) - the UK’s largest professional body for social workers - has come out in support of the Reclaim Rights for Children campaign.

THE DUTY TO SHARE DATA & USE A CONSISTENT IDENTIFIER IS DANGEROUS
It hands huge power to the State by taking away yours.

Families need:
✅ to be listened to
✅ support when they ask for it
❌ not surveillance, profiling, and intervention they never requested

But this Bill means:
🚨Your data can be shared without your consent
🚨Data from different agencies can be linked and used to judge your family
🚨Services can decide what intervention they think you need

Not because your child is unsafe - but far more widely, and without proper justification

This is not wellbeing. It’s not support.
It’s an expansion of state intrusion. We need investment in help. Not more powers to harm.

Privacy protects children, gives them the freedom and the space to become the person they are meant to be.

To try out different interests and ideas, to be controversial, to make mistakes, to say whatever is on their minds. It is vital for autonomy, to make their own choices, for the freedom to live their lives in the way that THEY want.

Don't let it be taken quietly from them.

VCF is the secretariat for the Reclaim Rights for Children initiative

The Children's Bill creates sweeping powers for a digital identifier for children - there's no detail on the Bill about what number it is or how it is to be used or who by. There's nothing to restrict usage to direct care of a child. Ministers confirmed it will be used without your permission or consent.

NO ASSESSMENT OF DATA PROTECTION IMPACTS: Indeed, how could there be when they haven't said what it will be yet? In their own words.
"For the consistent identifier...estimated impacts would entirely follow secondary legislation – which includes a power to specify the description of the consistent identifier and persons required to use it – and assume that changes are implemented successfully across all relevant agencies and that the information sharing duty is being met."

It is likely to be the NHS number - even though the Department of Health promised this wouldn't be used and even though that means it is LIFELONG.

NO CONSULTATION WITH CHILDREN OR FAMILIES: An FOI confirmed Government only plan to consult AFTER they have passed the legislation

GOVERNMENT IGNORING WARNINGS: Experts in child protection, social work, human rights, data ethics and use of algorithmic profiling warn that this legislation is dangerous to children and families.
