In recent years, arrests and detentions by state actors have surged, now surpassing kidnappings by non-state actors. The targeting of humanitarian personnel reflects increasing state interference and a growing need for accountability.

On World Humanitarian Day we honour aid worker victims of violence - In 2024, 861 humanitarians were affected by major security incidents including, 383 killed, 308 wounded, 125 kidnapped, and at least 45 arrested/detained.
