HR is a department in company for doing , salary & perks, performance review, training, legal, administration.
Whether to hire or fire is a senior management/ Board decision which comes after review of company current business performance, future expansion plans, contingency for company operations & employee performance as reported by his department in manpower planning.
The posts by HRs mostly misguide and distract people minds, to the extent, a lobby of HR has created human fear phobia that they are the ultimate boss.
What's happening, stories going round that HR is good in this and bad in this. Some HR recruites people based upon ethics or humanity, others don't that they recruited a candidate just now & helped people in need of out of humanity concerns.
To understand, first a recruitment need & JD is generated by manager of a group. This is authorised by management/ board. Who then pass on the requirement to HR. HR sort out as per given by department manager. After that they arrange interviews, selection is done by department manager/ team and HR then do all formalities of onboarding the candidates.
In similar way employee is fired on instruction of management.
